Why Don't We Refer to Food or Housing as a Cost?

When the manufacturing sector of the economy grows, we call that a good thing. When the health care sector grows, we call it a "cost."
We don't call the price we pay for a pickup or a powerboat a cost. I've never seen the price of movie ticket or cruise ship called a "cost." Only health care is called a "cost."
