In France, when "youths" go on the rampage, you have to guess the ethnic/religious origins of the troublemakers. (Hint: They're the same bunch who've been rioting off and on and torching cars for years.)
Let's see if the French are fast learners or not. As the story reports:
A recent study by the state auditor's office indicated that money poured into poor French suburbs in recent decades had done little to solve problems vividly exposed by the 2005 riots, including discrimination, unemployment and alienation from mainstream society.
Clearly American reporters haven't learned anything: Discrimination by native French is not the problem.
