WHO: Gov. Jerry Brown, D-Calif.
 
WHAT: Proposes raising sales taxes on out-of-state corporations that sell goods in California in exchange for cutting taxes on California businesses.

WHY IT'S DIM: Isn't this effectively a state tariff -- something the U.S. Constitution's Commerce Clause is supposed to prevent?
