Couldn't they have simply gone to Berkeley?

In order to give soldiers some practice at what they are expected to experience, the Army hired actors to behave as Iraqi civilians are expected to once the war with Iraq starts. Forty actors were hired to either hurl vitriol at the soldiers as they entered a fake Iraqi village. Why bother? Simply trying to set up a recruiting station in the Bay Area would have provoked the same response and nobody would have had to fake anything.
