Bolina Votes for ... Dakar?

Bolina Votes for ... Dakar?

Somebody help me here. What does Dakar mean in this context? If you don't know about Bolinas, you can figure it all out by reading the text of the initiative that passed there last Tuesday:

"Shall the following language constitute a policy of the Bolinas Community Public Utility District? Vote for Bolinas to be a socially acknowledged nature-loving town because to like to drink the water out of the lakes to like to eat the blueberries to like the bears is not hatred to hotels and motor boats. Dakar. Temporary and way to save life, skunks and foxes (airplanes to go over the ocean) and to make it beautiful."

If you've never been to Bolinas, they don't want you there. It's on maps, but not on signs. Whenever the state or county puts up road signs showing the road to Bolinas, the residents come out at night with saws and cut them down. You will never see a sign with and arrow pointing to "Bolinas, 2 miles."

Incidentally, whatever Bolinas voted for, it passed by a 2-1 margin.
