The 365th Day - Terrorists? What Terrorists?

According to Janet Napolitano, Homeland Security only keeps us safe 364 days a year. That kinda reminds me of a towing company I once had to do business with that only promised to be available 23 1/2 hours per day. I always had the bad luck of calling during that half hour when they weren't open.
