Corrupt Caltrans Worker Was Fired Before

The Caltrans worker fired last month after admitting that he falsified structural integrity test reports was booted from state service before, but a state board overturned that firing after determining it resulted from "a one-time lapse in judgment."

Now Duane Wiles is appealing his latest firing to the same State Personnel Board that reinstated him nearly 12 years ago after he was accused of misusing his state credit card and making personal calls on a state cellphone.

In the 1998 case, the board concluded Wiles was wrongly charged on all but a single violation that the panel considered an aberration.

Caltrans can fire any workers at any time they want to without rules and regulations.

State Personnel Board simply go alone with it. Union like SIEU Local 1000 is supporting Employer not Employee.

My employer Bill Reagan handed a letter and told me to go home immediately without previous discussion or documentation. I stayed home for 6 months and the termination is finalized 2 months later with the approval of Doug Failing.

I had to fight myself to get my job back. Then Bill Reagan did not follow stipulation that we agreed in court to reinstate me. He simply cancelled the wrongful termination and paid me regular pay as if he nerver issued a wrongful termination to cover himself.

Caltrans has no rule, justice and human right. I saw previous chief Paul Thakur sleep in the office during office hours. He allowed employees came late and left early almost on daily basis without charging any time off. He ignored rules and regulations and fired employee only because that employee complained about him honestly. State Personnel Board protected employer not employee and claimed that firing an employee is not their jurisdiction.
